  • Project consultant for the implementation of Electronic Monitoring (EM) for the Northern Territory government. Responsible for the taking on of a project that had not progressed since 2010. Kevin’s role was to Co-ordinate the EM requirements of multiple agencies including police and work with the nominated project managers to assist in overcoming the obstacles that were preventing the project moving forward.
  • Kevin’s role consisted of advising on establishing Governance, Project Plan and the procurement request for tender. This required liaising with selected companies and preparing select tender application through the state procurement board and the Ministers office.

  • Following meeting with Northern Territory Police Executive Board, was employed as a consultant on Public Order protective equipment and consulted on all doctrine, equipment and training requirements to establish from scratch a response facility.
  • On successful tender application, developed the training doctrine based on the executive board threat and risk assessment. Trained all members of their Tactical teams in all tactical options to deal with their proposed risk assessment. Developed internal trainers to continue the program.

  • Rewrote the Advanced Public Order Commanders Course which was then struggling with attendance and content; rewrote and developed the exercises and introduced additional areas including commander talks – discussion on moral dilemmas.
  • Introduced the use of Gold Commanders to work alongside the facilitators and the course achieved a 100% satisfaction return over the 18 courses run. Wrote and developed the national objectives on the use of Forward Intelligence Trained Officers in Public Order situations, and the use of Evidence Gathering Teams.
  • Co-ordinated the development of the PILOT schemes and established national standards. Developed and wrote the policing events project, this was designed for commanders who will be commanding at Bronze and Silver level at large public gatherings such as musical, sporting and spontaneous events.
  • Developed and delivered two PILOT courses which received superb feedback from the NPIA Quality Assurance Department as part of their national assurance process.

1. Awarded Lifetime achievement award for overall work and contribution to UK policing following departure in 2010.
