EXAMPLES OF EXCEPTIONAL PROFESSIONAL POLICING ROLES, ENGAGEMENTS AND OPERATIONAL ASSIGNMENTS
SERIAL MURDER, AND MAJOR INCIDENT INVESTIGATIONS
As an experienced detective investigator, I have participated in several serial murder investigations. Notably, I was involved in a state-wide investigation spanning Cairns, Brisbane, and the area west of Charleville. I have conducted investigations into serious armed robbery offences and have been part of the arrest team with the armed robber squad. My responsibilities included conducting interviews and interrogations, carrying out surveillance, acquiring forensic evidence, facilitating major incident rooms, coordinating and managing job logs, and developing and implementing operational orders. Providing media release information and interviews.
COMMUNICATION EXCELLENCE
I have served as a family liaison officer for a serial prostitute murder investigation. In this role, I was responsible for acquiring sensitive statements and evidence, and sharing crucial investigative details with significantly aggrieved family members in accordance with established protocols, whilst also conducting covert investigations. My performance in this role was formally acknowledged by Detective Inspector HEGGARTY, who praised it as the best example of fulfilling this role he had seen.
POLICY AND PROCEDURE DEVELOPMENT AND IMPLEMENTATION
While seconded to the newly established Child Protection Offender Registry (CPOR), I played a crucial role in the development and implementation of new legislation, policies, and procedures that have since become integral to the enforcement of sex offender regulations. This legislation is highly versatile, granting police extensive powers for managing serious offenders.
MANNAGEMENT LEADERSHIP AND COMMUNICATION
During my time at CPOR, I was headhunted by the Detective Inspector of the Child Safety Coordination Unit and offered the position of Acting Senior Sergeant Officer in Charge. I held this position for several years, overseeing the state-wide management of all Child Protection Investigation Units, Suspected Child Abuse and Neglect (SCAN) units, and leading the training and development of forensic interviewing across Queensland. In this role, I developed and provided training, advice, and mentoring to thousands of Queensland Police and Children Services employees.
My team, in collaboration with Professor Martine Powell (Professor of Criminology and Criminal Justice), was instrumental in developing the state's ICARE courses (Interviewing Children and Recording Evidence). This model of forensic interviewing trained every police officer state-wide in this method, which was so successful that it was also adopted by the Queensland Police Service for general interviewing and interrogation. The ICARE method also attracted interest from interstate and American police agencies, which enrolled in Queensland ICARE courses.
In this prestigious role, I served on several boards and committees, including the Child Death Review Committee, SCAN Committee, Indigenous Health, and various community-based projects. Additionally, I was involved in the development and auditing of legislation and policies for the Police, Children Services, and the Department of Education.
This role and many others held within the Queensland Police Service clearly demonstrates my ability to liaise with Government and external agencies to the highest level.
PROJECTS
Example
I was invited to co-develop the CRYPAR project within the Queensland Police Service. The Co-ordinated Response to Young People at Risk project was Queensland Police Services first totally proactive early intervention and prevention program for young people at risk of entering the Juvenile Justice System. As Police are generally by proximity and incident usually are the first to encounter at risk youth, this program provided a much-needed solution to early intervention and has been proven to significantly reduce crime and recidivist offences. Developing this project required resourcing of funding, developing protocols and procedures, implementing training and conducting presentations and liaison to stakeholder’s and community groups and services creating a whole of community approach.
INTERAGENCY AND PERSONAL RELATIONS
Throughout my Policing career I have liaised directly with High profile heads of Government, Government agencies, Police, Defence, Education and Corrections departments. (I was the corrections liaison officer at CPOR) and the Juvenile Detention liaison officer for a number of years.
I have been involved in number of community foundations such as the Daniel Morcombe Foundation since inception, where I am currently on their event committee for the 20th Dance for Daniel next year. In my experience through events and conferencing with Steven Bradbury Pty Ltd I liaise with a number of high-profile sporting and other celebrities maintaining strong and confidential relationships’.
APPENDIX C
UNIQUE SKILL SET AND PHSYCIAL ATTRIBUTES
FIREARM CONFRONTATION AND EXPERIENCE
Throughout my 23-year Police service I maintained firearm qualifications and I am competent in handling and field stripping semi-automatic pistols. I have also used fully automatic weapons in the USA on a training exercise with American Police Agencies.
At 19 years of age, during my first year as a constable at Redcliffe Police Station, I attended a serious domestic incident where a respondent, under the influence of drugs and alcohol, pointed a shotgun directly at my face. As the sole officer addressing the respondent, I managed to calmly communicate with him, confirm that neither the aggrieved nor anyone else was present or in immediate danger, communicate and facilitate my safe exit and the respondent's eventual surrender. This incident, along with other effectively managed situations, led to my invitation to join plain clothes criminal investigations within my first year, making me the youngest female detective appointed in the Queensland Police Service.
OPEN HAND TACTICS
Throughout my extensive Policing career, I maintained service qualifications in open hand tactics to manage and restrain offenders and persons at risk of self-harm. Using and understanding the use of force model to legally and appropriately physically manage situations with the safety and well-being of all involved.
I maintain an extremely high level of physical and mental fitness.
CO-VERT OPERATIONS
Throughout my many years of police service including my first year as a trainee I participated in many co-vert situations including overnight surveillance, operations regarding armed robbery, outlaw motorcycle gangs, break and enters, liquor licensing audits in strip clubs and prostitution where I was the covert operative. My ability to relate and communication to persons of all nationalities and backgrounds has been highly demonstrated.
I have also conducted covert air Marshall duties for the Queensland Police Service solely accompanying refused persons denied entry into Australian back to international destinations on commercial airlines.
FACILITATION
Having attained a Cert IV in education and training in the Queensland Police Service I delivered and over saw hundreds of lectures on sensitive topics such as sexual crimes, forensic interviewing, Juvenile Justice, Criminal investigations along with general human resource topics as well as physically managed major investigation rooms briefings and debriefings. I also have experience in writing speeches, releases and keynote presentations.
