Andrew is passionate about planning for people and human centred design.
Paired with a career spanning 18 years in the transport industry across a wide range of roles in State Government, Andrew brings a wealth of experience to planning for active transport and managing programs. With a strong planning and technical background, in conjunction with his progressive and open minded attitude, he has developed ability to build relationships with key stakeholders, enabling the achievement of outcomes for the betterment of the community. Leading a small but highly motivated team, he is devoted to sharing his knowledge and building the capabilities of those around him.

- Management of the State’s strategic active transport network (Long Term Cycling Network (LTCN)), ensuring the network is current and responsive to emerging opportunities and risks
- Development of a plan that identifies and manages the variables and potential risks that influence the integrity of the LTCN. This includes organising and coordinating the various sources of data that input to the LTCN, as well as coordinating processes that ensure the continuous improvement of the LTCN as a resource for internal and external customers.
- Engaging with other agencies to ensure LTCN requirements are embedded in their planning and project outcomes.
- Leading ongoing review of the LTCN spatial network to identify opportunities for improvement within both the spatial data as well as the network architecture. These improvements enable access to updated project information, improving efficiency and quality
- Leading development of a network prioritisation system for identifying priority gaps in the LTCN, which then informs program budget allocations on an ongoing basis
- Leads a high performing team of three, as well as a number of multidisciplinary project teams (including consultants). The team are responsible for a number of projects including development of regional active transport networks, updates to the LTCN, network planning projects and research.
- Oversight of the development of regional active transport strategies as well as the review of mature strategies, allowing for process improvements to be embedded in new strategies.
- Lead role in early, pre-feasibility planning for the Fremantle Line Primary Route between Fremantle and Coogee. Involving desktop analysis, field work and stakeholder engagement, has informed a scope of work which has now progressed through a tender process for further development. The project is highly complex with a number of stakeholders and project interfaces.
- Represents the Department on a number of stakeholder reference groups for high profile projects including the Fremantle Line PSP Stages 4 & 5 as well as the Fremantle Traffic Bridge replacement. These are contentious projects within a complex planning and technical context. Andrew’s role is to work closely with MRWA, PTA, DPLH, City of Fremantle, Fremantle Port Authority and delivery alliances to ensure built outcomes align to our planning and built form expectations as well addressing the requirements of community.
- Coordinated the Principal Shared Path (PSP) Program, which has a budget of $20M, to deliver priority PSP projects identified in the Western Australian Bicycle Network (WABN) Plan. The role required the development of relationships with key delivery agencies MRWA and PTA to ensure projects were delivered in alignment to the State's vision for active transport.
- Management of the budget process as well as preparing numerous budget submissions during period of unprecedented cost escalations and uncertainty.
- Review of Memorandum of Understanding with MRWA to deliver infrastructure on behalf of DoT.
- Review of Draft Cycling Infrastructure Policy, which sets out the governance, context, roles and responsibilities of DoT, MRWA and PTA for delivering active transport infrastructure along State Transport Corridors.
- Development of program management processes for coordinating and continually improving the management of the program.
- Project management of PSP projects - includes collaboration with MRWA, PTA and local governments to establish agreed project management frameworks, progress reporting, budget management, engagement with key stakeholders, managing risks and resolving issues.
- Project evaluations - Working with other team members to prepare evaluation scopes and procurement of consultants to undertake data collection.

- 2024: Lead role in the review and implementation of a number of key updates to the Long Term Cycling Network, enabling a repeatable and methodic approach to planning and prioritisation
- Input into a number of major projects including Tonkin Gap, Bayswater Station, Causeway Pedestrian and Cycling Bridge, Fremantle Traffic Bridge, Great Eastern Highway Bypass/Roe Highway Interchange. His role included influencing the successful inclusion of significant active transport network and amenity outcomes that do not form part of 'business as usual' for delivery agencies.
- Completion of a number of key projects: Fremantle Stg 3; Mitchell Freeway Civic Place to Reid Highway; Kwinana Freeway, Mount /henry to Leach Highway
- Led the PSP Program through an unprecedented period of investment and cost escalation, whilst also introducing changes to align with changes in priorities
- Department of Transport RADAR Award for “Fresh Thinking” for his role leading the Safe Active Streets Pilot Program
