Ministry of Labor and Social Protection, “Strengthening Fiscal and Financial Stability Project (World Bank)”: Mongolia

The main goal of this consultant service is to assist the MLSP and NSO joint working groups, as well as the NSO's methodology council, in finalising the draft joint order of hybrid methodology, questionnaire form, and fill-in instructions before submission to the NSO, and supporting the Ministry in the approval process.

• Prepare the questionnaire and fill in the instructions for the pilot survey.
• Managed the pilot survey's data collection, editing, coding, processing, and analysis.
• Wrote and finalised all documentation for Proxy Means Testing (PMT) (questionnaire, fill-in instructions, activity schema, methodology guide).
• PMT's hybrid methodology was approved.

Regarding the Household Socio-Economic Survey (HSES), as a team leader

· Set up the activities leading up to the survey in liaison with the existing NSO structure.

· Oversaw the execution of the survey and carried out the data documentation and distribution processes.

· Managed designing survey methodology

· Coordinated the survey's questionnaire design.

· Participated in and oversaw quarterly data collection, editing, coding, processing, and analysis using STATA software.

· Reported every quarter and annual survey result from 2006 to 2018.

· Estimated and disseminated the living standard of the population and poverty main indicators in 2007/08, 2010, 2011, 2012, 2014, 2016, and 2018.

· Contributed to the methodology of “Proxy means testing (PMT)” for defining household living standards in 2010, 2013, 2016, and 2018 and approved the methodology.

· Estimated the multi-dimensional poverty indicators by a pilot, 2019.

Regarding the Gender-Based Violence Survey of Mongolia, as a team member

· Translated the master questionnaire into Mongolian

· Prepared and localised the standard questionnaire

· Did the piloting of the survey and improve the questionnaire

· Organised and conducted training for interviewers and supervisors.

· Managed data processing

· Estimated tables of survey results using SPSS software

· Wrote some sections of the main report
