Assistant Secretary (Acting) - Strategic Growth Branch - Strategy Division

  • Assisted the First Assistant Secretary- Strategy in providing leadership and managing the Strategic Growth Branch. This position reports to, and assists the FAS- Strategy in the delivery of branch priorities. It coordinates the Branch activities, empowering and assisting staff to develop policies and strategies to execute the priorities of the Branch.
  • Support Secretary and senior management in Treasury by facilitating and undertaking analysis of medium to long-term issues that will affect PNG’s growth and development.
  • Contribute to overall leadership and management of the Division, as directed by the FAS- Strategy, in accordance with Treasury’s strategic plan, and Divisional and Branch work plans.
  • Direct and assist staff to analyse strategic issues, prepare written documents (e.g. strategy papers on specific issues); and represent the Branch/Department as appropriate to promote the Branch’s priorities.
  • Provide policy and technical advice and direction to the Staff of Treasury and other relevant portfolios.
  • Encourage adherence by staff and other relevant portfolios to appropriate legislative and policy requirements.
  • Ensure all Branch staff practice a culture of high performance with efficient and effective work outputs.

  • Acting First Assistant Secretary – Strategy Division. My primary role is to assist the Deputy Secretary - Strategy & Corporate Services, and the Secretary, through the provision of effective leadership and management of the Strategy Division. Provide guidance and advice to the Assistant Secretaries in the Organisational Strategy, Strategic Growth, Parliamentary Liaison and Public Relations, and Ministerial Committees Branches to support the execution and delivery of the agreed priorities of the Division. Encourage, oversee the development of new initiatives, review current processes/policies, and improve the delivery of Divisional outcomes.
  • My tasks include:
  • Contribute to the overall leadership and management of the Strategy & Corporate Services Wing as directed by the Deputy Secretary – Strategy & Corporate Services in accordance with the Treasury Strategic Plan, and Divisional and Branch work plans.
  • Provide high-level advice on issues relating to the strategic development of Treasury, operational performance, workforce and corporate planning, risk management, Parliamentary liaison and the reputation of the Agency.
  • Support the Deputy Secretary – Strategy & Corporate Services and participate as a member of the senior executive in Treasury to ensure Treasury can achieve the goals set by the National Government.
  • Represent the Department of Treasury as required as on various boards and committees.
  • Manage the performance of all Assistant Secretaries of the Strategy Division and provide strategic planning, direction and leadership to ensure that;
  • The Division and Branches are adequately resourced to deliver on their priorities.
  • To ensure their performances are assessed;
  • Ensure Divisional and Branch funds & resources are administered effectively, efficiently and diligently;
  • Ensure all Treasury policies and procedures are adhered to correctly; and

  • The MTRS Program Management Office was established in Treasury in 2018 to provide support directly to the MTRS Implementation Steering Committee. The PMO is the custodian of the MTRS. It is the central repository for project reports from participating agencies that inform the MISC about the progress and health of the program’s implementation. In addition to providing administrative support to the MISC, the PMO collates and prepares periodic program reports, monitors program progress against plans and independently reports to the Chairperson and MISC on progress status against plans and objectives as well as highlighting issues, concerns and risks. It also provides governance and project management advice to project implementers (i.e. IRC/PNG Customs/Finance/Treasury) and the MISC and monitor project resources usage.

  • Coordinate with other Divisions within Treasury and other relevant stakeholders to develop Treasury strategic plans and prepare draft planning document.

  • Work alongside other senior officers within the division to ensure a flow of information on matters of significance to the Branch and broader issues impacting Treasury as a whole.
  • Provide advice and assistance to junior staff in the Strategic Growth Branch.
  • Under the Government’s revenue reforms per the Medium-Term Revenue Strategy (MTRS) 2018 -2022 a Program Management Office (PMO) was set up in Treasury to coordinate the reporting and evaluation of project reports to the MTRS Implementation Steering Committee (MISC). I also assisted as the Program Manager by reviewing/analysing MTRS activity progress reports and related matters in line with Government’s expectations and PMO’s standard reporting templates and attending meetings whenever FAS-Strategy was unavailable.

  • Assist the Assistant Secretary–Ministerial Economic Committees by undertaking research on economic and sectoral policy issues, analysis, planning and providing advice on how to address the needs of the Department to support the effective and efficient delivery of Treasury priorities and objectives.

Community Service

  • Department’s organization Committee, 2019, In 2019, I was part of the Department’s organization Committee who organized an internal Treasury staff campaign against gender-based violence and invited the media to attend. I was one of the few professional women representatives who spoke against gender-based violence in PNG through the media.
  • Public Service “Women in Coalition Group”, I am part of the Public Service “Women in Coalition Group” who push for a positive change for Public Service women agendas into the Government main work streams and systems. These included all issues women face in the public service including; support women as leaders to hold executive management positions in the Public service etc. Since the change of the new government, the group has not met for a long time now.
  • Covenant Ministries International (CMI), Port Moresby, 2016, 2018, I am a dedicated Christian who is interested in attended Church and in assisting in various Church activities. In 2016 – 2018, my husband and I were part of the Youth Group at my husband’s church. We were part of the Fundraising Committee and actively participated in raising money towards building of their new Church called the “Covenant Ministries International (CMI)” here in Port Moresby at ATS Church ground. The new Church was opened towards the end of 2018 and since then been used until today.
  • 2016, In 2016, I was part of a group of educated elites from East New Britain who initiated a group awareness campaign on “Qualities of Good Leadership” before the General National Election in 2016. Our core activities included, running awareness on the local radio Station, erection of Billboards with Qualities of a Good Leader message, and organized public forums for intending candidates to participate in public debates.
  • Talaigu Women’s Group, Chairlady, 2013, I was the Chairlady of the Talaigu Women’s Group in 2013. This group was made up of single professional women who had the same dream of “always having a positive outlook about life”. By achieving our club’s goals, we intended to share our stories and have positive impacts on other women in the community., Our club goals included;, Planning girl’s day out on adventurous trips around Port Moresby and getting involved in community programs and empowering women in these communities through positive talks and testimonies., We also raised funds to assist in our visits and to empower each other to take trips overseas to attend similar events.
