During my time at Atturra, I’ve collaborated with council staff in various councils in NSW, Victoria and South Australia. My focus has been on supporting their “Business as Usual” operations while enhancing staff capabilities through targeted training and ongoing support.

I have facilitated workshops with stakeholders to assess current processes, identify inefficiencies, and recommend improvements. This collaborative approach has helped align operational practices with strategic goals.

By reviewing existing processes and identifying skill gaps, I’ve developed foundational training programs tailored to the needs of each team. This has empowered staff and improved their overall competency.

I’ve worked closely with teams to provide ongoing training and support, addressing knowledge gaps and ensuring that staff feel confident in their roles. My flexible approach allows for ad hoc support, adapting to the dynamic needs of the councils.

I’ve been part of a highly experienced team that provides short-term support to councils during peak periods or unexpected situations, ensuring continuity of service and minimising disruptions.

I have assisted in upgrading software and optimizing the use of existing systems, enabling staff to leverage technology more effectively in their daily operations.

Through these initiatives, I’ve helped councils improve operational efficiency, enhance user experience, and foster a culture of continuous learning and adaptation.

• Responsible for leading the strategic direction and overall management of the revenue and collection of $191M and approx
• 89,000 rate assessments
• Develop and enhance rating and debt management policies considering the changing strategic and operational requirements of the organisation to deliver quality services to our community
• Continuously review and improve Council’s rating, accounts receivable and debt recovery systems and processes
• Manage the configuration, enhancement, maintenance, and review of the Infor Pathway applications including rates, water billing, debtors, receipting and ePathway
• Preparation of Council’s Revenue Policy, and provide input where necessary into Council's Operational Plan, including the development of rating structures ensuring compliance with legislation
• Design, develop and implement best practice business and application solutions in an iterative and reliable manner in alignment with governing legislation and organisational strategies and plans

• Responsible for the levy and collection of Rates and Charges and the billing of Water, Sewer and Liquid Trade Waste Charges, and Accounts Receivable functions across the merged councils of Queanbeyan City Council and Palerang Council
• Developing policies and procedures to incorporate the newly merged councils
• Building a united Rates team across three locations
• Integrating Debt Recovery policies and procedures between two software systems and two recovery agents
• Developing a combined Revenue Policy, harmonising service charges for the newly merged Council
• Member of the Project Board and part of the implementation team for integration to TechnologyOne for Property and Rating by March 2019
• Develop Rates Structure for the merged councils moving towards the completion of the rates freeze path in 2020
• Implement Water and Sewer Pricing policy in accordance with Best Practice Water, Sewer and Trade Waste guidelines whilst harmonising service charges across the two merged councils

• Responsible for the levy and collection of Rates and Charges and the billing of Water, Sewer and Liquid Trade Waste Charges
• Preparation of Councils Revenue Policy and provide input where necessary into Council's Operational Plan
• Prepare and submit reports to Council relating to rates and charges or water billing issues
• Complete Council's Statement of Compliance /Rating Return and Permissible Income Work papers and other relevant statutory returns each year
• Assist with the preparation of an application for a Special Rate Variation, in particular the rating pages
• Manage and Coordinate recovery of all outstanding Rates and Charges, including Water, Sewer and Liquid Trade Waste Billing Charges
• Review and update Council Policies relating to Rates and Charges, Water, Sewer and Liquid Trade Waste Billing

• Responsible for the supervision of all positions within the Revenue Accounting Section, being Rates and Charges, Water Billing, Accounts Receivable, Revenue Collection, and Debt Recovery
• Preparation of Councils Revenue Policy and provide input where necessary into Council's Operational Plan
• Complete Council's Statement of Compliance /Rating Return and the Special Schedule 9 Permissible Income Work papers and other relevant statutory returns each year
• Manage and Coordinate recovery of all outstanding Rates and Charges, including Water, Sewer and Liquid Trade Waste Billing Charges
• Review and update Council Policies relating to Rates and Charges, Water, Sewer and Liquid Trade Waste Billing
