Senior Advisor Rostering and Workforce Management

  • I have recently returned to the role of A/Senior Advisor Rostering and Workforce Management in People Capability Command (PCC) after relieving in the Human Resource Manager position at Townsville Correctional Complex (TCC) for the last four (4) months
  • In this role I managed a team of seven Administration and Administrative Officers in the Human Resource Team
  • My function was to lead the human resources team to deliver a range of human resource activities which included rostering and managing compliance with HR processes and procedures in a correctional setting
  • In addition, I provided advice and consultancy services to the senior leadership team to ensure that service delivery was fair and equitable and that staffing resources across the 24/7 operating environment is within legislative requirements
  • Early in my arrival at TCC it was identified that there were a number of poor HR practices implemented which were not aligned with legislative requirements
  • This was brought to the attention of both the Chief Superintendent and also HR BP and quickly addressed, bringing some practices back in line with the requirements of industrial instruments and legislation
  • Over the last 7 years I have been afforded several opportunities to relieve in the Human Resource Manager role at various correctional centre i.e
  • Brisbane Correctional Centre (BCC), Brisbane Women’s Correctional Centre (BWCC), Woodford CC (WFDCC) and Townsville Correctional Complex (TCC)
  • I have also acted in the positions of Senior Advisor HR Operations, Senior Advisor Rostering and Workforce Management, Principal Consultant - HR Business Partner (HRBP) and Principal Consultant - HR Operations within the People Capability Command HR Group
  • During my secondments at People Capability Command HR Group as the Senior Advisor HR Operations and Senior Advisor Rostering and Workforce Management, I have provided advice and support to centre-based HR Managers and other human resource staff on rostering practices and principles applicable to the agency’s guidelines that complied with the relevant industrial provisions
  • Whilst in the role of HRBP I provided specialist HR advice on legislative and industrial frameworks as well as solutions to senior leadership members within custodial operations and community corrections
  • It was critical to build a strong relationship with the Chief Superintendent and Superintendents within the Correctional Centre and with Regional and District Managers as well as Manager Regional Services within Community Corrections to support them in strengthening and influencing the development of in-depth knowledge of a HR practices and in response to a broad range of complex HR issues
  • As I am very versed in HR functions, in all of the positions that I have performed in I have been able to provide advice and mentoring to centre-based HR staff regarding staff entitlements, establishment management and staffing issues, as well as managing leave, absenteeism, and overtime allocation
  • Having a strong understanding of operational practices within correctional settings, I found that HR Business Partners would regularly seek my input or advice to assist with them providing responses
  • My diverse HR experience has allowed me to create and maintain strong organisational relationships
  • My exposure to HR related change management and business improvement has allowed me to develop a high-level of consultancy and HR business partnering
  • The main tasks I have undertaken in both the Senior Advisor HR Operations and Senior Advisor Rostering and Workforce Management, roles were: Manage the application process for Microster system users and ensure access is appropriate for end user requirements and processes to track and monitor the level of system usage for Microster
  • Conduct regular audits on system users and disable if required to maximise system operations
  • Provide help desk support to system users with regards to system issues and liaise with external agencies as required to rectify situations
  • Ensure compliance with rostering practices by performing Audits on fortnightly rostering and payroll functions
  • Identify trends and risks across the centres rostering practices and provide advice to HR Managers to minimise the impact
  • Provide advice to centre-based HR staff regarding establishment and staffing issues
  • Advise senior management about workforce patterns and trends and provide supporting data and reports
  • Enhance centre capability in the areas of rostering, establishment management and workforce reporting and mentor and coach staff where relevant
  • Advise centres on system capability relating to fatigue management, improved management of leave and absenteeism and overtime shift allocation
  • Review applications in accordance with the relevant directive or practice guideline for CCO transfers, Transfer and Appointment expenses, War Service Sick leave, Meritorious Sick leave and provide advice and recommendations to the applicable delegate to make an informed decision
  • Review TI progressions and provide advice back to HR practitioners in the field
  • Conduct integrity checks on former and current employees
  • Support HR Group with tracking employee conversions in accordance with directives
  • Provide specialist HR advise on HR policies, procedures and guideline to ensure compliance, standardisation and delivery of high quality HR services
  • Connect with other PCC areas such as Employee Relations, Talent and Acquisition Group and Cultural Safety and Wellbeing
