• Initiated and led $7.5m Digital Transformation Program over two years that implemented two enterprise systems: Ministerial and Cabinet System and Project Management, Risk and Audit and Strategic Planning system (Altus)
• Concurrently leading two-year Oracle Remediation Program and Procurement Transformation Program
• Successful business case development and on-budget delivery
• Decommission and migration of legacy systems including Lotus Notes migration of 16 years of archive data
• Prepared program logic, benefits realisation strategy, program organisation and staffing profile
• Set the operating model and digital transformation alignment

• Initiated the Yallourn Power Station Transition project including governance, engagement, reporting and funding

• Built the PMO from inception including service catalogue, team recruitment and prepared the delivery plan
• Prepared budget delivery strategy for the Senior Leadership Team and established Portfolio Steering Committee to oversee initiation of $1.6b of new projects under the State budget announcement
• Set up central contracts for group usage (energy modelling; probity and risk advisory; project services) saving months of procurement effort and negotiated $1m+ in savings
• Designed and commenced Project Management Capability Uplift program
• Managed corporate reporting, PAEC, annual business planning and group risk and audit management

• The Fire Services Reform program saw the Country Fire Authority returned to a volunteer only organisation with career firefighters transferring to Fire Rescue Victoria: the new entity that subsumed the MFB in July 2020
• Designed and implemented program wide Agile Delivery framework
• Designed and set-up multi-agency governance arrangements including Steering Committee, working groups and Project Boards
• Engagement of project resources, staff members and contractor specialists
• Facilitating project planning sessions and preparing major artefacts

• Funded in the 2017/18 state budget with $130m over four years, this program was established to implement the Court allocated recommendations arising from the 2016 Royal Commission into Family Violence
• I led the inception and establishment of the program office and initiation of the program
• Designed the overarching program delivery framework and governance arrangements including Program Steering Committee, Program Board, Project Control Groups and working groups
• Facilitated the project planning process for six discrete projects and led the Senior Project Managers through the initiation process to Project Plan approval at the Steering Committee
• Established program reporting framework and represented CSV at whole of government forums
• Mentoring and coaching Courts staff and project teams on delivery technique and methods
• Engagement of project resources, staff members and contractor specialists

• The Youth Justice Health Reform Project was scoped with the service model redesign, tender and transition of youth health services into juvenile detention facilities
• Key achievements included:
• Preparation of the Project Plan including development of budget, risk register, product breakdown, pipelines and related project management documentation
• Prepared Strategic Options Analysis for service and contract options and executed preferred option after Steering Committee approval

• The Justice Accommodation Expansion Program was a $57m four-year initiative to expand regional and metropolitan offices to accommodate an expansion in Community Correctional Services
• The program consisted of 33 projects ranging from new builds to minor office refits
• Key achievements included:
• Stepped in and led program recovery after failure to initiate the program under business unit delivery
• Established program governance and delivery framework including change control, status reporting, scheduling and risk management procedures
• Delivered the first tranche of seven new Justice Service Centres on baseline schedule and within 1% budget forecast
• Prepared capital costing for secondary ERSC submission successfully securing a further $33m
• Recruited and led a team of ten including five Project Managers based in regional and central locations
• Oversaw vendor management and tendering of major contracts
• Led stakeholder engagement with Regional Services Network, Corrections Victoria and Department of treasury and Finance (Shared Service Provider)

• Performed the role of Senior Project Manager on multiple projects across the justice portfolio including with accountability for all aspects of project management and execution across the project lifecycle
• Successfully implemented a new Contract and Contractor Management System into the department and portfolio entities ($3.4m) and managed the project from concept to closure
• Established the Lotteries Licensing Project ($2.3m) on behalf of the Office of Liquor Gaming and Racing

• Project Manager across the Justice portfolio on projects including:
• Infringement Management and Enforcement System (IMES) Project
• Establishment of Court Services Victoria
• Establishment of the Independent Broad-based Anti-corruption Commission

• Planned, initiated and delivered statewide replacement of analogue (tape recorder) interview recording equipment to digital audio-visual equipment including legislative change, training, logistics and procurement
