• Operating agent of Ross Island Barracks (Marine and Ground) site / Alternate Operating Agent for Lavarack barracks (Ground) site, Townsville Field Training area (Ground) site and Shoal water bay training area (Ground) site.
• Manage the Defence Fuel Installation IAW DEF(AUST)5695 and the Defence Fuel Management System (DFMS)
• Undertake the duties of the Operating Agent in accordance with DFMS Management of Defence Fuel Installation’s and Product Integrity
• Manage, sign off and complete “Permit to Work” forms.
• Provide guidance to subordinates on correct procedures in relation to Ground Fuels IAW Defence and Ventia policy, procedures, instructions, and doctrine.
• Ensure staff are fully conversant with Defence doctrine such as the DEF (AUST) 5695.
• Order, receipt, maintain, issue, and dispose of ground fuel products.
• Operate Joint Fuels Information System, Australian Defence Organisation Fuel Management System, ChemAlert and other systems as required.
• Monitor the conduct of DFI (Marine and Ground) Fuel Quality Control where required.
• Raise maintenance requests through Defence Restricted Network (DRN) AE547 Form.
• Complete DFI (M&G) reporting.
• Conduct and supervise refueling operations.
• General Responsibilities.
• Ensure contract obligations are met with respect to service delivery IAW procedures and instructions, statement of works.
• Provide coordination, and direction where necessary, to the Maintenance Authority (MA).
• Identify and recommend training of ground personnel with respect to the requirements of the Joint Fuel Information System, Defence Fuel Management System (DFMS)and other related training in the POL environment.
• Supervision of ground fuels staff regarding processes and administrative functions within area of responsibility.
• Ongoing maintenance and review of working manuals, policies, procedures, instructions, and checklists and ensure staff are conversant with those procedures, including quality assurance requirements.
• Oversee the cleanliness and serviceability of the DFI (M&G).
• Ensure the performance and recording of all Fuel Quality Control testing is in accordance with DEF (AUST) 5695.
• Maintain Material Safety Data Sheets for all DFI locations.
• Contain, isolate, and rectify fuel spills.
• Report all incidents and/or issues to the National Manager Fuels (through the Logistics Services Coordinator) related to service delivery, Health Safety and Environment.
• Submission of all monthly reports and rate of effort reporting.
• Develop ongoing relations with our Defence client.
• Investigate, action and close complaints received from the client.
• Advise the National Manager Fuels (through the Logistics Services Coordinator) of any issue, which may affect service delivery or client relationships.
• Recommend and monitor improvements to the site operating systems to improve safety, productivity and promote growth.
• Coordinate weekly timesheets at site level and forward to payroll as required.
• Monitor the condition of vehicles, plant, and equipment for replacement in accordance with company policy.
• Coordinate Purchase Requisitions for Logistics Services Coordinator approval for all purchasing, receipting and invoice payment and liaise with suppliers.
• Recommend, implement, and monitor improvements to the service delivery to improve productivity and/or reduce cost
• Attend training and development as designated by the National Fuels Manager to assist with multi- skilling and personal growth.
• Ensure competency skills and licenses are maintained.
