I joined DHS (now Services Australia) in late 2018. I was selected to become part of a small team to undertake a ‘Proof of Concept’ (POC) to develop a new application to process claims for Residential Aged Care payments - to replace the existing mainframe application called SPARC, which is written in an outdated computing language called Objectstar. My primary task was to extract the system rules from the Objectstar system and technical resources and documenting the rules for the selected processes. My secondary role was to extract calculation results from the legacy SPARC system to validate the results from the new application.
The Java-based POC was a success, but for longer term strategic reasons, senior management determined that the preferred software solution was to use ‘Pegasystems’ as the base application for the solution. The new solution uses a ‘distributed architecture’ which; interfaces with the existing SAP CRM system (ACMPS) as the primary data source, uses a Postgresql database to store the executable system rules and a MongoDB as the repository for the calculation results output.
As the PACE project progressed, I led a team of six Systems Analysts who, under my guidance, documented the system rules for 20 – 30 separate complex calculation processes, including; Means Testing, Basic Subsidy, Multiple Supplements, Claims Process and Annual and Lifetime Caps.
Another major task was to put in place the rules for the transition from the ACFI funding model to AN-ACC which was to coincide with the implementation of the PACE solution.
During the PACE project, I worked very closely with the Project Managers and the lead Solution Architect and I coordinated the interaction with the business team of subject matter experts who were located in various parts of Australia.
My role as the team leader for the Systems Analyst group peaked as the project moved into the build integration and test phases. Unfortunately, for personal reasons, I terminated my engagement with Services Australia shortly before the PACE project went live.

Played a leading role in initiation and progression of the SAP Development Program to deliver multiple SAP projects which have sought to modernise (both technically and functionally) and improve the use of the department’s financial management system.
Project Lead and Test Manager for the SAP technical upgrade (4.6C to ECC6) and database migration from Oracle DB to Microsoft SQL.
DFAT lead for the preparation of the Request for Tender documentation for the SAP Development Programme (SDP).
DFAT functional lead for the Collections and Disbursements Project (Cash Desk). Lead for all aspects of the project from the original requirements gathering exercise to the implementation into all the Australian Passports Offices in Australian and at overseas posts.
Functional lead on the development of DFAT’s financial delegations module in SAP which has been central to the implementation of the DFAT’s new Travel and Expense Management system and Purchasing and Logistics project.
For the last 2 years of my engagement, I worked as a member of the corporate team (Business Analyst) for the upgrade of PeopleSoft HCM and ELM to version 9.2.
