Summary

Nigel is an Associate Principal Civil Engineer and Project Director with over 25 years’ of experience in design, construction and contract administration of non-process mining infrastructure and infrastructure projects. He is a Chartered Executive Engineer and Fellow with Engineers Australia with experience in design, construction and various forms of contract. He has a broad and diverse range of experience from planning design, through to construction and commissioning gained throughout his career in Australia and the United Kingdom. He brings strong transport industry, mining and construction experience, leadership capabilities and a proven collaborative approach.

He is client and stakeholder focussed and leads teams to embrace integrated cultures that work well together to solve project challenges and risks. Throughout Nigel’s career he has gained significant experience in construction and hence understand the challenges faced and the way contractors think. This allows him to critically challenge claims raised to ensure that they are measured on their merits against the respective form of contract.

Nigel has considerable experience of Construct Only, Design and Construct, Engineering Procurement Construction and Management, Engineering Procurement and Construct, plus Alliancing forms of Contract.

  • Arup has been engaged to perform, bridge, haul road and non process infrastructure design works on two separate projects for South32
  • As the Project Director for Arup, I have been responsible for forming and leading the design team
  • Ensuring that risks are identified, controlled and communicated to the clients team, to ensure close collaboration to determine the optimal solutions that meets the clients requirements.

  • Leading the IPT in an alliance between Arup Jacobs JV and Main Roads WA, for the planning and development of the Orrong Road Corridor, which will lead to a business case being generated in order to seek funding commitments from Federal and State Governments
  • The project will utilise an innovative consultation process, to inform the social benefits and outcomes that the project is to achieve.

  • As the Arup Project Director and design joint venture Consultants Representative for the tender and detailed design phases of the project our immediate client Laing O’Rourke, Nigel is the project leader in terms of contract set up, administration and negotiations and has established the distributed leadership team for the delivery of the design works for both phases
  • Nigel works with the project team to foster and build trusting relationships with the contractor and offers guidance and in some cases leads, in any issues that arise
  • Nigel is part of the design JV Board, in order to positively drive the governance the project, in order to best achieve the objectives for Arup, Design JV, Contractor and ultimate client.

  • I have lead in excess of 35 projects put out on the Main Roads ETS Panel Contract, covering rural and urban road infrastructure across the State of WA, throughout many Main Roads Regions
  • As the Consultants Project Leader and Project Director for these commissions, I have led the bidding and delivery of the projects with various design teams to strict timelines and budgets
  • On average design contract values have been circa $250k+
  • Strong client liaison to agree on scope has been critical to ensure best value for money solutions is achieved
  • A number of projects have moved through construction, with my teams offering further construction phase support.

  • As the Project Director for the Integrated Project Team (Alliance style without a contractor), Nigel is leading the GNH Muchea to Wubin through toward completion of the construction phase in close collaboration with the leadership team and Main Roads
  • The design phase of the project achieved an excellent design rating under ISCA v1.2 against a target of 61
  • The as-built rating is still under assessment by ISCA
  • With a challenging programme budget (~$400m), in striving for excellence the aim is to “deliver more for less”; a great achievement that we are currently forecasting
  • Nigel has lead the team through the extended planning and land definition phases of Bindoon Bypass and in close collaboration with the Main Roads PD, was instrumental in increasing the scope of the bypass through to the recently completed New Norcia bypass in order to ensure that a high standard route corridor could be achieved to maximise freight transport efficiency and road safety for next 30years and support the existing State and Federal investments into GNH
  • The planning activities included interim and ultimate treatments for the bypass, in order to consider value for money outcomes
  • Nigel is stakeholder focussed in leading the delivery of the GNH Muchea to Wubin program of works
  • Working with all stakeholders to clearly understand, define and resolve issues, striving for a win-win outcome where ever possible.

  • Performance led to being promoted to the role of IPT Project Director for final construction delivery of multiple packages.

  • As the Project Director, Nigel finalised the contract agreement negotiations with the client (BMD) and offered strategic direction and contract management guidance to the project team throughout the detailed design phase
  • Liaised with client senior management to understand their issues and help resolve them.

Civil Construction Manager

  • Nigel was the civil construction manager (originally engaged as a Senior Project Engineer) overseeing the earthworks and concrete scope of works for the Port Landside portion of the Roy Hill project, in Port Hedland ($500m)
  • The project consisted of 10million m3 of material moved, 30,000m3 of reinforced concrete, 45km of railway, and 60km of roads and considerable ground improvement; all of which have presented unique challenges
  • Nigel managed key interfaces with all subcontractors to ensure individual targets and milestones are met for the benefit of the overall Roy Hill project
  • Liaison with the design team was also critical to ensure practical solutions and constructability in order to maintain schedule
  • A key interface has been with MRWA Pilbara region for the approval of temporary site access for the delivery of oversize mechanical modules
  • Another critical transport interface was with the Pilbara Ports Authority, where successful interface and management allowed construction works to take place on the main port access road in to Utah Point/Finucane Island with no disruption to traffic flows (400+ quad road train movements per shift) Client liaison was critical to demonstrate that the project performance requirements have been met through construction in order to achieve successful completion and handover of the works.

Lead Civil Engineer

  • Nigel was engaged as a Senior Engineer toward the end of the Preliminary Engineering Study (PES) for the Hope Downs 4 Mine, he then undertook the Lead Civil engineering role through the Definitive Engineering Study (DES) stage of the project, developing general arrangements and designs for earthworks, drainage and roads
  • I continued in the role of Lead Civil Engineer through detailed design and construction phases, managing a team of engineers, designers and drafters
  • Through the construction phase Nigel also undertook a Senior Project Engineer role managing the Earthworks and Roadwork’s contracts, with regular communication and consultation with both the site EPCM and contractor teams
  • Throughout both design and construction phases Nigel undertook successful liaison with MRWA Pilbara region for approval of design and construction execution
  • Throughout the DES Nigel managed a team of designers and engineers in order to achieve successful outcomes for the project in conjunction with developing the design and material take offs for the DES estimate
  • Nigel was responsible for developing scopes of work, specifications and coordinating design changes and reviews with area managers and other discipline leads in order to lock down design scope
  • In managing the site contracts, he has further developed his contractual and project controls skills
  • Further responsibilities have been resolving technical and construction issues that have arisen through RFI’s from the site and contractor teams
  • In some instances Nigel has then had to further negotiate appropriate and applicable technical solutions with the Client in order to achieve the desired design intent
  • Generating KPI’s and critical milestones for key activities and work areas has been instrumental to the success of the works
  • Nigel is a strong advocate of building relationships amongst EPCM, Owners, Sub-Consultant and Contractor teams to achieve a “best for project” outcome, in particular liaison with specialist sub-consultants for topographical survey and geotechnical investigations and designs etc.

  • The process involved considerable design development and client liaison to ensure all objectives were achieved for the construction and ongoing maintenance of the facility.
