  • I am currently a Commercial Specialist within a major program of work in the Land C4 Systems branch within Department of Defence responsible for developing and implementing approach to market strategies for complex major Defence capability acquisitions.
  • I have extensive experience in developing capability acquisition strategies that focus on whole of life requirements and executing these through end-to-end procurement activities. This includes developing statement of requirements with stakeholder input, creating RFx documentation to support the procurement approach, developing procurement schedules and governance reporting, conducting evaluations of RFx responses, and conducting contract negotiations through to contract award.
  • This current procurement activity has required me to lead the development of a multi-stage procurement to establish a long- term partnering arrangement with one service provider for the provision of program integration services. I have worked through the planning and strategy development stage and was a lead driver for the initial approach to market via an Invitation to Respond and its subsequent evaluation and down select of preferred tenders. I have taken a lead role in industry engagement through interactive workshops and industry briefs with the preferred tenders and drafted industry briefing material for Senior Executive to present at Industry forums. I am currently leading the development of contract management framework that will establish the scope and foundations that will underpin this contracting arrangement.

  • As the procurement and contract management advisor for Projects Assured (PA) I established PA’s procurement and contract management business line, ranging from the tactical, operational, and strategic/enterprise level. I established PA’s procurement community of interest as a vehicle to raise awareness and provide advice and guidance to other staff members, as well as a forum to discuss and plan collective business development opportunities. I provided and oversaw all training, advice, and guidance to both PA and client project teams on the development of procurement strategies and provide quality assurance review on procurement document suites.
  • Through PA, I was engaged by a Commonwealth client as a Program Manager and strategic procurement advisor for a procurement and contract management reform program within the Department of Home Affairs. The program was responsible for redesigning, conducting, and uplifting the procurement capability for approximately $250 Million worth of national level procurements.
  • The primary outcome of the program of work was to implement new contractual arrangements to support the law enforcement and counter-terrorism technology capabilities for the Australian Border Force (ABF). The program comprised developing procurement strategies to meet changing operational needs; leading a team of eight to undertake multiple concurrent strategic procurement activities; and implementing a performance management framework to underpin the performance-based contracts negotiated with vendors and wider supply chain ecosystem. The program’s secondary outcome was to improve and streamline the Department’s procurement schedules, document suites and processes.
  • I was a trusted advisor to senior executives across the Department, as well as PA and Departmental staff project teams on procurement and contracting matters; encompassing procurement strategies; approach to market documentation; contractual issues and vendor performance matters.
  • Key Achievements:
  • Led the development and implementation of a panel arrangement for the supply and sustainment of Border Enforcement Technologies to promote stronger industry engagement and a streamlined targeted approach for procurement activities in this niche market.
  • Developed the Department’s Operational Capability Branch’s 5 Year Procurement Strategy and designed and currently implementing the 5 Year Roadmap. This underpins all strategic and operational decision making, deliver improved procurement outcomes and maximise the utilisation of resources in a constrained environment.
  • Successfully negotiated and managed the transition of a +$35 million national transport contract and achieved estimated savings of approx. $6 million over the life of the contract.
  • Managed the Operational Capability Branch’s procurement program and led the procurement team to deliver eight strategic Request for Tender activities in a twelve-month period (total value of over $100 million).
  • Implemented an engagement strategy with ABF to establish an appropriate governance structure to facilitate closer liaison with stakeholders leading to improved service delivery and contract performance.
  • Worked closely with Senior Executives at multiple levels to provide strategic procurement advice, training, and staff development for Departmental procurement staff, and provide advice to the Department’s supply chain (both other Government Departments and third-party providers/vendors).

  • The WPIT Programme was a major information technology program with the objective to provide a generational step change to the delivery of welfare payments for all Australians. In my roles within the CPM Branch I managed the programme’s Commercial Partners, Tier 1 and other key vendors.
  • I provided strategic guidance, through the revision of complex and/or sensitive correspondence and the preparation of briefs for an executive-level audience, as well as contract variation negotiations and relevant document preparation, including change orders and project change requests while managing a team to ensure work priorities were met to a high standard. Further to this, I conducted contractual reviews including the interpretation of service level data to ensure contractual requirements were met and ultimately improved, this included performing complex analysis and reporting on services and customer service deliverables.
  • I undertook an initial scoping exercise to formulate and socialise the initial foundation of WPIT’s vendor management function, performed the role of Probity Manager which was the initial point of contact for all probity matters and led the development of content for Cabinet Submission inclusion
  • Key Achievements:
  • Developed and implemented a relationship and performance management framework which promoted a relationship driven approach to managing and monitoring commercial partner cost, quality and risk.
  • Managed contracts to the value of $80 million with large industry vendors including Accenture and Capgemini.
  • Developed the foundation framework for managing programme vendors.
  • Led input to Cabinet Submission which detailed the commercial strategy to engage commercial partners and strategic advisors and the framework for managing them.
  • Reduced the programme probity risk profile by implementing appropriate mitigation strategies.

  • I developed and implemented a strategy and framework which underpinned the formulation of a centralised procurement and contract management function based on relationship management principles. I led a team of four to undertake the end-to-end procurement activities for the agency and was the review point for all documentation relating to these procurements. To gain efficiencies and optimise resource effort I led a project to implement an automated procure-to-pay tool utilising a TechnologyOne platform.

  • I was the relationship manager for ICT contracts which supported the Personal Property Securities Register (PPSR) and transitioned these contracts from the Attorney-Generals’ Department (AGD) to the Australian Financial Security Authority (AFSA) with the transfer of the PPSR regulatory function from AGD. In conjunction with this, I developed AFSA’s Contract Management Strategy and Administration Guide to support the management of PPSR and AFSA contracts.
  • Key Achievements:
  • Developed and implemented a Contract Management Strategy and Administration Guide to underpin contract management compliance within the Agency.
  • Successfully transitioned all PPSR contracts to AFSA and embedded the Relationship Management role within the agency and monitored the performance of all PPSR contracts ensuring continuity of service delivery through the transition period.
  • Optimised agency contractual arrangements through conducting health checks of transitioned PPSR contracts and exposing duplicity of service delivery arrangements.
