Officer in Charge SPC Command Readiness

Key responsibilities

Engaging with stakeholders to provide an effective and prepared command to anticipate and respond to incidents across the nationwide Australian Federal Police (AFP) enterprise of Police and Protective Service Officers (PSO) in accordance with the National Counter Terrorism Plan.


Financial overview and responsibility for the operational and training budgets for the Specialist Protective Command.


Oversight of training development and operational activity and maintaining the requisite supporting doctrine for Specialist Operations Tactical Response and Discreet Operations, Specialist Support Teams (SST) – second tier tactical team, Close Personal Protection (CPP), Short Barrelled Rifle (SBR) project and Public Order Management (POM).


Achievements

Taking the lead to design, deliver and implement training packages and staffing structure for the procurement and introduction of the AUKUS Nuclear Submarine Project and instilling supportive operational policies, standard operating procedures and intra-agency command guidelines.


Oversaw delivery of an SST Foundation Program, SST Team Leader Program and SST Instructor Qualifying Program that will provide increased capability and regulatory qualifications for the second tier tactical team capacity.


Engaging with Pacific Forum Partners for development and implementation of national Use of Force guidelines and standard operating procedures for specific member nations.

Allocation of resourcing, planning and management of operational elements across the Specialist Operations portfolio for national, international and local jurisdiction deployments.


Engaging with stakeholders in functional commands for resolution options in support of Counter Terrorism (CT) and serious crime investigations.


Directing, managing, developing and mentoring staff while having financial overview of operational and training budgets and showing a high degree of fiscal responsibility.


Developing, delivering and evaluating training programs across the capability in support of the Tactical Response mandate to provide high-level resolution and support options to deter, respond to, and resolve threats to the Australian community.


Oversight of training development and operational activity and maintaining the requisite supporting doctrine.


Achievements:

Representative on the Australia New Zealand Counter Terrorism Committee (ANZCTC) Police Tactical Group (PTG) Forum. Participated and oversaw the development of capability and relevant PTG doctrine involving stakeholder engagement with the Attorney Generals Department and the Department of Home Affairs.


Lead a multi-faceted AFP Specialist Operations crisis response to the Solomon Islands to restore public order and provide tactical resolutions in an unstable and riotous environment.


Represented the AFP PTG at the European Union ATLAS Specialist Intervention Units (SIU) POLSPEC Conference presenting the AFP operational context and establishing a network across the attending SIU to assist with the national Counter Terrorism Policy initiatives.


Working with representatives of member states of the Pacific Forum to provide trusted advice in relation to addressing the pillars of economic, military and law enforcement influences as part of a Whole of Australian Government (WoAG) approach to regional stability.


Designed and developed training packages in partnership with AFP Learning Command, ensuring that they were compatible and complementary with current doctrine and national response under the National Counter Terrorism Plan and National Counter Terrorism Strategy through the Australia New Zealand Policing Advisory Agency (ANZPAA).

Designed and developed ANZCTC training packages as Senior Instructor on multi-jurisdictional courses.

Organised, delivered and assessed PTG training with the Australian Defence Force Special Forces - the Special Air Service Regiment and 2nd Commando Regiment.


Organised, delivered and assessed TR training with the Singapore Police Force Special Tactics and Rescue in conjunction with the Victoria Police Special Operations Group in reality based scenario activities.
