Work History

Principal Inspector of Explosives

Three positions in the Explosives Inspectorate. First as a Senior Inspector in Central Region, following by Principal Inspector and Manager of Southern Region, and finally as the Principal Inspector with responsibility for Inspectorate planning and performance evaluation.

Developed plans for overall Inspectorate operations based on statistical information derived from various databases and risk analysis. This planning included evaluation targets for the staff as well as future intent through identifying projects.

Responsible for development and implementation of annual schedule of compliance inspections and audits, again based on risk and statistical data.

Developed system of meetings and a communications system for internal and external stakeholders.

Met budgetary targets during years as a regional manager, in the completion of our compliance schedule as well as emergency response obligations.

Identified and promoted the successes of the Inspectorate through the compilation, analysis and promulgation of Inspectorate data. Particularly the public safety role of recovery of explosives from the emergency services and general public.

Undertook and implemented process reviews that led to improvements in Inspector reporting efficiencies and better consistency of work outcomes.

Supervised the licencing of downhole gas perforation operators and activities, and the inspection of such operations in the west of the region. Managed the investigation of incidents of misuse of explosives in the gas fields, as well as the general compliance of both the equipment and operations in this area.

Authored a code of practice on behalf of one of our industries, and managed its acceptance by a committee of industry leaders. Authored another code to second draft before redeployment to regional manager after the departure of the man responsible for both activities.

Developed detailed plans for the transition of the Inspectorate's regulatory database to EOS, not to simply mirror what is in place but to introduce specific to task data entry that will provide a significant improvement in data retrieval and lead to the making of better decisions and stakeholder communications.

Lead on Inspectorate interaction with Project EOS until redeployment. Introduced numerous initiatives into the activities of Inspectorate databases.

Project managed the introduction of the Licencing database of ESAM after the original manager was replaced, as for the codes of practice.

Undertook seven roles in the period of employment.

Officer commanding a logistics company of 210 staff in support of Army and Air Force activities on the Falkland Islands. Included DG classes 1, 2 and 3 storage and supply. Fuel incident occurred on first day on duty that required leadership and significant effort to avert an ecological and strategic disaster.

Led an annual schedule of inspections of fifty military units and civil agencies funded by the British Army in Germany for three years. This was a multi-team organisation that looked at compliance with the relevant regulations pertaining to classes 1, 2 and 3, as well as administration and logistic support. We reported directly back to MOD at Whitehall.

Trained in and conducted investigations into business process review across a number of agencies in the UK MOD.

Acted as subject matter expert to a MENSA team of data analysts, during which I mapped and reviewed the provision of class 1 to operational areas in Iraq and Afghanistan.

Appointed to manage the complete MOD storage of class 1 in the absence of a senior officer for seven months. Included eight major depots in the UK and Germany. Associated with this was leading a project to vacate the largest storage facility and distribute the stock between the other depots. This involved implementing an effective communications system, setting realistic expectations for ministers of parliament, local government authorities, unions, MOD committees and the hundreds of staff involved in the activity.

Deputy commander of the British Army Training Sub-unit in Belize, Central America. Leading the administrative elements of the unit, and later being assigned to the managing all training and logistics functions by the unit. They supported training by British and foreign forces in the country, and provided emergency assistance to the government of Belize.

Instigated and managed the review and rewriting of all emergency plans, which involved discussions with government officials and the staff of the British High Commission.

Manager of the second largest class 1 storage facility of the MOD, providing initiate support to all operational and emergency deployments of army, naval and air force elements across the world. Stores included the complete arsenal of MOD guided weapons and other stores worth 2.6 billion pounds. With a staff of approximately 130 of whom only 25 were military, and three satellite depots in southern England and Wales.

As an infrastructure for a British multi-unit garrison in Germany I was responsible for a budget of six million pounds.

Undertook eight roles during my employment, six of which included managing staff from four to 28 persons.

In three positions I led the regulatory compliance and enforcement activities of the military's handling of class 1 in the states of Western Australia and Queensland. Additionally conducted licencing of storage facilities in both areas, to ensure public safety.

In six of the eight roles conducted was leader or member of an emergency response duty to recover or dispose of military class 1 items found in the public domain. Completed in excess of 250 such tasks in support of a number of state police services, removing hundreds of items that posed a threat to public safety.

After receiving training in the properties and dangers of classes 1, 2, 3, 4, 5 and 7, I was appointed as a safety officer in a number of roles, responsible for the management these of items. This included the development and implementation of emergency response plans, and adherence to military and civil regulations relevant to these types of dangerous goods.

My employment for eleven years as an Improvised Explosive Device Disposal (IEDD) operator involved detailed training in the properties the complete range of dangerous goods, and hence all fuels and gases. That training was tested and refreshed at regular intervals.
