Achieving Commissioned Officer rank, I have undertaken numerous senior management law enforcement and community safety & security roles responsible for the provision of 24hrs/7 days per-week/365 days per annum essential police services at state, regional and municipal levels. Examples of this include –

  • Early Policing Career as a Subordinate Officer: Constable to Senior Sergeant Ranks General police duties: General police duties operative in Melbourne Central and Metro Melbourne locations.
  • Road Policing – Operational Enforcement and Policy/Legislation and Development Roles: Performing enforcement of all road safety rules and accompanying regulations at various locations across metro Melbourne and rural Victoria, both as an operative and as a senior supervisor in various road safety policing units within Victoria Police.
  • As a Senior Supervisor (Senior Sergeant) I was responsible for and delivered National Heavy Vehicle Regulations training courses to VicPol’s Heavy Vehicle Enforcement Unit policing supervisors and operatives. Topics included Chain of Responsibility, Fatigue Management, Heavy Vehicle Accreditation Scheme and Safety Management Systems. In addition, I managed extensive National and state road policing legislation and policy roles responsible for liaising with government and NGO road safety partners to enhance road safety legislation, provide additional enforcement laws and enable road safety laws. Commissioned Officer Roles VicPol: Inspector and Superintendent Ranks -
Officer in Charge Vehicle Impoundment (State level) responsible for developing and implementing an efficient and effective vehicle impoundment enforcement program in Victoria. Responsibilities included - Legislation and policy development and implementation in conjunction with internal and external stakeholders including Department of Justice and Community Safety, Department of Transport, Transport Accident Commission;
i. Development and implementation of administrative governance including BP3 Reporting, general and specific finance and budget management;
ii. Governance management and administration including setting and aspirational and strategic targets, corporate reporting against key objectives;
iii. OH&S management and facility and fleet management;
iv. Internal and external communications including stand-up TV and radio media;
v. Statutory compliance auditing; and
vi. Organisational awareness and practitioner training.

Local Area Commander (Municipal & Regional levels) responsible for all community and police safety & services at municipal level and Regional Supervision of policing business units including -General Duties, Highway Patrol and other specialist units including - crime, Sex Offence and Child Abuse units, intelligence and proactive policing units.
i. Manage and support Local Area operational, investigative, proactive and other support police services including Highway Patrol Units;
ii. Personnel management including general HR and professional development;
iii. Manage local area budgets, grant funding and Trust accounts;
iv. Governance and budget management including corporate reporting against key objectives;
v. OH&S management and facility and fleet management;
vi. Developing and implementing local pro-active strategies to prevent and respond to emerging and existing community safety and security issues, as well as emergency management preparation, response and rehabilitation;
vii. Managing proactive and incident report responses, utilising intelligence and information to prioritise evidence led tasking and coordination aswell as incident responses;
viii. Building community relationships and confidence with key stakeholders, identifying best practice community education, harm minimisation, community resilience and safety programs;
ix. Conduct internal investigations and ensure all services are underpinned by ethical decision making;
x. Regional operational response management and supervision duties;
xi. Internal and external communications including stand-up TV and radio media; and
xii. Manage Organisational Professional Development and Assessment of subordinates to ensure continuous improvement of sworn police and civilian support staff to enable best practice community policing responses.

Officer in Charge Road Policing Drug and Alcohol Section (Operations and Technical Support Units) responsible for Booze and Drug Bus Operations at state level. Management duties included -
i. Provision of state-wide operational impaired driver enforcement of drink & drug driving laws, ensuring the efficient and effective deployment of Booze and Drug Buses and accompanying marked and covert support crews to enhance road safety;
ii. Legislation and policy reforms and development and implementation of same in conjunction with internal stakeholders and external stakeholders including Department of Justice and Community Safety, Department of Transport, Transport Accident Commission, Victorian Institute of Forensic Medicine and Department of Health and Human Services;
iii. Provide expert advice and technical knowledge to effectively author business cases presented to government (Expenditure Review Committee) to acquire necessary operational/administrative resources for policing operations;
iv. Provide high level advice and briefings to executive command for deliberation and decision making by internal executives and other government agency heads and parliamentary officials;
v. Present as a professional subject matter expert at international, national and local road safety and other relevant conferences and conventions;
vi. Manage a diverse team of operational police, technical laboratory support officers, administrative support officers and a mechanical maintenance crew (sworn and civilian staff);
