Summary

Throughout my career I have consistently demonstrated leadership, professional agility, commitment, creativity, adaptability and a strong work ethic. Working in a variety of roles including in project delivery of the state’s first Public Private Partnership (PPP) – TAFE Queensland’s Southbank campus and in government relations supporting the delivery of the State’s largest PPP the Cross River Rail project and associated works. I have broad government relations and stakeholder experience across the three levels of government, statutory bodies, ministerial and executive government offices and the private sector. I have extensive experience in government relations, strategic planning, policy development and ministerial and parliamentary processes.

Work History

Manager – Executive Correspondence & Government Relations

Cross River Rail Delivery Authority (A08)

  • CRRDA Annual Reports – responsible for drafting and coordination of content, MBN and approvals, liaising with TMR and Delivery Authority staff to meet Annual Reporting Requirements (ARRs), the CEO’s and Minister’s Office expectations and Tabling Office requirements.
  • Parliament – Question time summaries and Hansard analysis provided to CEO and EMT on sitting days to flag issues, priorities and positions (on anything that may impact the project). Coordination and/or author of PPQs and QoNs, working closely with TMR.
  • Weekly MO catch-up and report – co-drafting of weekly report. Weekly meetings with MO advisor and a post meeting summary for the CEO’s awareness.
  • Regular liaison with TMR, Translink and Queensland Rail, in relation to emerging issues, ministerial correspondence and parliamentary matters.
  • Estimates – responsible for co-drafting briefs and providing input into topics, liaising with content experts and TMR, supporting CEO and Executive Director at Parliament House for Estimates hearings.
  • CRRDA Operational and Strategic Plans – development and consultation of both plans, ensuring they aligned with the Delivery Authority's and WoG objectives and plans.
  • Style Guide and Executive Correspondence Guide – developed to improve understanding and the quality of all types of correspondence.
  • Research and drafting of complex commercial-in-confidence issues, advice, correspondence and reports. Ad hoc secretariat duties for EMT meetings.
  • Member of the Reconciliation Action Plan (RAP) Working Group.

  • Planned the statewide consultation (9 locations) of the SIP. Authored stakeholder consultation feedback report (qualitative and quantitative data) that supported KPMG’s final consultation report.
  • Prepared SIP content with agencies, including social housing, and health. Authored PPQ’s, briefing notes, talking points, correspondence, and developed communications plans.
  • Designed the Significant Regional Infrastructure Projects Program. Provided advice to agencies and the inter–departmental panel committee during the project prioritisation and assessment phase.
  • Principal contact for media queries and agency sponsor for the ANZSOG work–based project Communicating the Social Benefits of Transport Infrastructure Projects: The Case of Cross River Rail.

  • Implementation, monitoring and reporting of the $327m state-wide Backlog Maintenance Remediation Program (BMRP). Authored the BMRP framework, audit response action plan and sensitive discussion papers and the policy for the Hospital and Health Services progress payment eligibility.
  • Management of Tranche 1 of the Land and Building Transfer Project - reporting and day-to-day project management (six direct reports and three consultancy groups). Developed reports and presentations for the Minister, DG and Chief Health Infrastructure Officer.

  • DSDIP representative for the Whitsunday Industrial Workforce Development initiative 2011–2013 alongside representatives from GOCs, mining and heavy industry sectors, resulting in an action plan designed to attract a residential FIFO population and a strategy to retain the existing workforce.
  • Management of a strategic flood modelling study and the Surat Basin Cumulative Growth Framework.
  • Preparation of the Galilee and Surat Basin infrastructure frameworks – undertaking research, analysis, consultation with proponents, GOCs, local, state and federal agencies including CASA.

  • Principal Advisor to Assistant Director–General (five direct reports), responsible for internal budget and the progression of all branch reports, correspondence, and briefing notes.
  • Management of the Science and Languages for the 21st Century, Building the Education Revolution (BER) program. Developed the project plan that encompassed all deliverables, milestones, risks, and a multi-level stakeholder communications plan.
  • Established user group meetings to ensure building design met specialised requirements. Successfully negotiated with the Australian Government to include auditoriums as an approved building type.
  • Developed assessment prioritisation tools for regional and state panels. Queensland received more funding than any other state or territory (94 projects, $155.26m).
  • Authored whole-of-program evaluation reports: Round 1 – Cluster renewal and amalgamation/ Round 2 – Classroom renewal to determine direct and indirect benefits of the $800m State School’s for Tomorrow capital works program. These reports informed future school infrastructure investment.

  • Part of the multi-disciplinary project team responsible for the redevelopment of the precinct.
  • Commissioning and completion management - regular consultation with faculty staff to ensure the built environment and FFE met their specialist requirements. Relayed issues to builder and third-party service providers to ensure that best outcomes were achieved.
  • Post-occupancy - undertook design resolution and defects management with private partners and independent certifier to ensure functional solutions.
  • Authored policies, briefing notes, and the monthly partners’ report in accordance with the project deed. The project, Queensland’s first PPP ($550m), won the 'Best Global Project to Sign' at the Public Private Finance Award in London.
