I am an experienced and enthusiastic Consultant with a track record of success in my field (climate data management) that is reflected in excellent rankings in my performance reviews, and highly favorable comments from peers. In addition to meeting all the requirements specified in agreements, I try to add extra value where possible.

I have extensive experience in, and an international reputation for quality output in, the work I have undertaken, and am willing and able to expand my skill-set as needed.

I am dedicated to improving the management and accessibility of the data that underlies all climate services, with a particular interest in improving the capacity of staff from developing and least-developed countries.

  • Developed state of the art documentation and guidance on (a) a new WMO reporting requirement DAYCLI); (b) leading a comprehensive update of the WMO Climate /data Management specifications; (c) preparing a Business Case for implementation of WMO's OpenCDMS software solution;

  • Revised text for the WMO Manual on High Quality Global Data Management Framework for Climate (including new text), and provided material for WMO No 49. Both are high-level Regulatory material that set the rules, binding on Members, for ensuring maximum accessibility, accuracy, and trustworthiness of climate data.
  • Undertook a number of other tasks aimed at improving the visibility and recognition of long-term observing stations, to encourage Member country Governments to support these climatically-important stations. The documents developed have been used by WMO as promotional materials for their activities.
  • Streamlined processes to display climate extremes, and to ensure alignment between guidance documents and Regulatory material.

Miscellaneous tasks, including:

  • Editing material intended as guidance on Quality Control of surface climate data into a more complete, coherent Guide, suitable for publication as WMO-No 1269. This included responding to peer-review comments.
  • Contributed to the drafting and editing of several papers on climate observation and data management topics, for publication in the peer-reviewed scientific literature.
  • In each case, I delivered high-quality work on time and within budget, earning positive feedback from WMO clients, National Met Service, Global Climate Centres, and other stakeholders.
  • Demonstrated initiative by developing a complete list of WMO Guidance and Regulatory material as a living reference, and kept it current.

Consultant Climate Data Management

CLIMSA - Intra ACP Climate Services

  • Participated in a video-conference-based requirements-gathering exercise with representatives from African-Caribbean and Pacific Countries aimed at identifying specific Regional, and overall, needs for Climate Data Management System (CDMS) functionality and infrastructure. Produced a report for CLIMSA that summarized these needs, and which informed the development path and priorities for WMO's OpenCDMS.
  • The conversations led to some useful engagements between different Regions on possible technology swaps in existing CDMSs, such as the potential introduction of an improved hydrological module in CliDE.
  • In a separate contract, between 31 July and 5 August 2023. represented WMO at a capacity-building workshop on homogenization, data rescue and CDMS for Southern African Development Community nations held in Johannesburg, South Africa. Presented on, and responded to questions on, WMO's DAYCLI and CDMS Specifications initiatives. Feedback received will inform training needs on these matters and general data management practices.

International work :

  • In line with my international responsibilities I participated in, and from 2010 onwards led, a number of International teams and other initiatives undertaking successful projects to improve the tools and guidance available for climate data management globally. This included being a member of the Commission for Climatology Management Group over the period 2010-19.
  • Developed funding proposals and logistical arrangements in partnership with AusAID for the Pacific Island Climate Prediction Project (2003), and attended the inaugural meeting with Pacific Island NMHS Regional Directors in Tonga (August 2003). This kicked off a very successful ongoing partnership between the BoM, the Australian Government, the New Zealand Government, and Pacific Island Countries that lives on through COSSPac.
  • Developed a funding proposal and a project plan for climate data rescue and Climate Data Management System implementation in a number of partner Pacific countries, and assisted in some aspects of the implementation of the project, including undertaking data rescue work in Papua-New Guinea.
  • I participated in further work with the Pacific Climate Change Science Project, including helping develop the proposal that led to the development of CliDE (2009-10), and undertaking an inventory of Pacific data holdings in colonial countries such as the UK.
  • As part of my WMO work with the BoM, developed a fully-costed proposal for sustainable climate data management and data rescue in developing countries, basing the costings on COSSPac budgets. The proposal also set out suggestions for non-financial sustainability activities. I understand this document has been utilised in informing planning for CLIMSA ACP activities.

  • My main role was supervising the operational aspects of managing the Australian Climate Data Archive, including the implementation of much more efficient and effective quality control processes
  • Supervised the ICT development work required to turn a failing project into a world-class climate data quality control system (QMS)
  • Managed budgets effectively, ensuring optimal allocation of resources and adherence to financial guidelines, including managing a difficult resource environment.
  • Led and collaborated in efforts with other programs to achieve organizational goals, especially in relation to the Bureau's observational program, leading to improvements in input data quality.
