MANAGEMENT SKILLS / EXPERIENCE.
· Administration. This has included the preparation of budgets, bookkeeping, development and implementation of organisational policy, day to day coordination of an office, support of staff and acting as the resource and secretariat for volunteer Boards of Management.
· Staff coordination including 20 years as coordinator of up to 21 staff and several long term acting manager roles.
· Research and preparation of written reports and recommendations on specific topics. Submission preparation and presentation from small one off grants through to organisational funding. Accountability reports for Boards of Management and funding bodies.
· Negotiation of disputes at a range of levels. Two examples highlighting this are; negotiation of policy changes on ministerial committees and negotiation of disputes between management committees and their workers.
· Evaluation of services, programs and projects. This includes the development of relevant performance measures and indicators.
LOCAL GOVERNMENT.
· Identifying and developing process which enable community access and participation in the Council decision making process.
· Participation on internal committees undertaking integrated planning approaches.
· Preparation and presentation of Council reports and liaison with Councillors.
· Resourcing Councillor Committees such as the Grants, Donations and Sponsorship Committee and the Geelong Drug Advisory Committee.
· Representation of Council on a number of Committees including the Barwon Drugs Action Committee, the Homeless Men’s working group, the Mall Traders Committee, the Barwon Region Youth Committee and the Breakeven Problem Gambling Reference Committee.
· Emergency Recovery. This has both been planning and practical response to disasters including the gas crisis as well as flash and major flooding.
POLICY AND PLANNING.
· Policy research, development and writing. My involvement in the development of policy has been diverse including joint Ministerial Committees, Ministerial Advisory Committees, local government, neighbourhood and community groups, state and national organisations.
· Implementation of policy which has involved translating policy into activities and programs which result in realisation of the policy.
· Interpretation of government policy, often into a format accessible to the general public.
COMMUNITY DEVELOPMENT.
· Resourcing newly formed community groups through the provision of practical information and facilitating the identification and development of aims and objectives.
· The initiation of innovative programs responding to gaps identified by consumers.
· Negotiation and working with people from a diverse range of backgrounds. This includes the balancing of competing views to work toward an appropriate compromise or response.
· Facilitating evaluations for small community / self help groups.
· Developing and running training courses for volunteers, community groups, young people and fellow workers. When working with young people these courses have been run utilising a peer education model.
· Undertaken consultations to establish opinions on issues and to ensure that policies and projects developed reflect peoples needs and concerns.
· Active participation in a range of networks at the local and state level. Along with two other local government workers we established the Housing and Local Government Network (HaLGN). I represent Victoria on the National Local Government Housing Network.
GENERAL WELFARE AND COMMUNITY WORK.
· Ran a small work experience project, "Capers" catering, which operated as a commercial catering group.
· Provided confidential assistance and referral for individuals in crisis. This includes initial assessment, referral, follow up and, when necessary, ongoing support.
· Undertaken group work both organising one off activities and ongoing programs.
· Worked with a range of people including young people, women, public tenants, unemployed people, aged persons, geographically and socially isolated residents, people with psychiatric and physical disabilities, Aboriginals, business people, politicians and bureaucrats. Knowledgeable [Desired Position] with background in project coordination and successfully managing multiple tasks simultaneously. Delivered crucial support in organizing events and streamlining processes to enhance operational efficiency. CITY OF GREATER GEELONG
Community Development Officer.
While employed by the City of Greater Geelong I have undertaken two short term secondments.
November 1995 – March 1996 Flood Recovery Project working with communities affected by flooding of the Barwon River. Project report “After the Floods” released December, 1996.
October 1998 – February 1999 – Acting Coordinator City of Greater Geelong Youth Services.
PUBLIC TENANTS UNION OF VICTORIA (PTU).
Relief coordinator, 19 hours per week for 8 weeks.
BARWON ADOLESCENT TASKFORCE (BATforce).
Peer Education Project - 120 hour contract to establish this project. My tasks included employment of an ongoing worker, developing contracts for peer educators and host agencies, developing a definition of Peer Education, compiling a resource & contact list and commencing a literature search.
This service designed, developed and ran innovative information projects intended to enable young people to take control over issues effecting their lives. As the manager of this service I gained experience in identification of needs, planning and implementing innovative and responsive projects / activities, setting performance indicators and evaluation, team leadership and all aspects of administrative management.
FREELANCE COMMUNITY WORK.
Barwon Association for Youth Support & Accommodation (BAYSA).
Tutoring in personal development and life skills for the Youth Skills Program, a program for young offenders.
Community Development Facilitator (CDF) Program.
Reviewed the pilot CDF program operating in four remote Aboriginal Communities in Western Australia. Report published "Adult Education in Remote Aboriginal Communities" - Peter Lorraine and Jane Wager, May 1991
Barwon Youth Accommodation Service (BYAS).
Relief youth housing and administration work. Additionally I undertook a consultation a produced an internal report on service user impressions of the service provided.
Supported Accommodation Research Project (SARP).
Provided support, guidance and background information to the research worker. This included "action research" training and report writing support.
Brunswick Public Tenants' Association.
Author of "Highrise Low Expectations. Is it good enough?" Barkly Street tenants have their say about local services, August 1990, published by the North West Regional Housing Council.
Shelter Victoria.
Setting up a new office, writing and presenting the organisational submission to the Minister for Housing. Preparation and presentation of a paper "Public Versus Welfare Housing" to a Western Australian Shelter Conference.
Broadmeadows TAFE.
Prepared and presented a tutorial to community development students on the role of workers in the community development field.
Barwon Region Tenants' Associations (BRTA).
Undertook two consultations with public tenants in the Barwon Region. Both consultations resulted in reports utilised by the Associations and the Department of Housing and Planning.
Public Tenants Union of Victoria.
Promotion of the "fair rents" campaign which involved facilitating workshops about the public housing rental system throughout Victoria.
