Summary

I am a resilient people focused leader who has a proven track record of achieving significant business and operational results in complex operating environments. I have thirty-four (34) years policing experience in Tactical, General Duty, Local Area Command, Divisional Commander, High Risk Public Order and Critical Incident Management. I specialise in delivering high level executive outcomes that are aligned to the Organisation’s strategic intent.

I maintain excellent work life balance with my family (married for 20 years) and am the proud father of two teenagers (15 and 16 years old). I actively support their involvement in a variety of community sporting activities including swimming, soccer, mountain bike riding and fishing.

Key achievements

  • Regional lead on the Enhanced Firearms Capability Project
  • Led the Police response to the CFMEU protests in September 2021 successfully resolving a standoff at the Shrine of Remembrance which influenced the conduct of future protests linked to anti lockdown and anti vaccine demonstrations
  • Reviewed WD1 response to Family Violence, prioritising importance of not being desensitised (diminishing emotional responsiveness) because of attending numerous Family Violence incidents
  • Initiated State T&C Task 683 relating to Youth Bail.
  • Operational member of Use of Force Steering Committee

  • Led the Phase 1 review and risk assessment of WR OSTT Facilities
  • Co-ordinated a Range design SME to inspect and document the current status of the training venues

  • I was responsible for the Command's response to the COVID 19 crisis which included Operation Shielding and taking over Operation Soteria Phase 2
  • Co-ordinated the Command's response to the pandemic and led more than 50 IMT's providing role clarity and clear expectations surrounding the deployments.
  • Program Business Sponsor for the Specialist Training Facility aligned to the Victoria Police Blue Paper: A Vision for Victoria Police in 2025 identifies that modern policing requires operationally-effective and fit-for-purpose facilities to help meet increasing and changing demands for policing services.

  • Key subject matter expert witness for critical incidents
  • Gave evidence on behalf of Victoria Police in the Coroners Court matter relating to the Bourke Street incident
  • Created a level playing field in the recruitment process for SOG and CIRT by creating an evidenced based defendable selection process focussing on accountability and governance
  • Provided strategic leadership and external stakeholder engagement during the procurement of the $2.5 million Tactical Intervention Vehicle
  • Successfully influenced the procurement (design and build) of the Specialist Training Facility from a $31 million-dollar project to a $55 million-dollar build.

  • Created and implemented the EMLO role within Metro Trains that allows Victoria Police & ESTA to have live (CCTV) situational awareness across the entire Public Transport System
  • This has also increased intelligence holdings to enhance evidence-based tasking and co-ordination leading to a more agile service delivery model
  • Mentored the Public Transport Victoria - Emergency Network Manager and their newly formed team to agree to mutually accepted goals and form a collaborative partnership to achieve common outcomes
  • Influences the formation of a Public Transport Co-ordination Group (PTCG) which were responsible for creating the PTCG Transport Security Information Dissemination agreement
  • Provided strategic leadership, guidance, and advice during exercising of the State Emergency Response Plan - Public Transport Disruption which resulted in improved responses to emergencies on the network.
